बच्चों को बचाएं खतरे से

कुछ समय पहले राजधानी दिल्ली में भूख और कुपोषण संबंधी रिपोर्ट जारी करते हुए प्रधानमंत्री मनमोहन सिंह ने कहा कि कुपोषण की समस्या राष्ट्रीय शर्म का विषय है। पिछले सात वर्षो में 100 जिलों के सर्वे से स्पष्ट है कि हर पांच में से एक बच्चा ही अपनी उम्र के लिहाज से स्वस्थ है।
भ्रष्टाचार, बेरोजगारी, अशिक्षा व राजनीतिक उठा-पटक से जूझते विकासशील देशों की बडी समस्या बन चुका है कुपोषण। भूख और कुपोषण को लेकर काम करने वाले नंदी फाउंडेशन और सिटिजंस एलाइंस अगेंस्ट मैलन्यूट्रिशन द्वारा जारी रिपोर्ट के मुताबिक कुपोषण के कारण भारत में 42 फीसदी से ज्यादा बच्चे कम वजन वाले हैं। यहां के आठ राज्यों में जितना कुपोषण है, उतना अफ्रीका और सहारा उपमहाद्वीप के गरीब देशों में भी नहीं है।
कुछ महीने पहले आई योजना आयोग की मानव विकास रिपोर्ट के मुताबिक देश के एक तिहाई वयस्क व करीब आधे बच्चे कुपोषण से ग्रस्त हैं। सर्वाधिक प्रभावित 100 जिलों में 41 अकेले उत्तर प्रदेश में हैं। सर्वे में शामिल 112 जिलों के सैंपल्स में 41 उत्तर प्रदेश, 23 बिहार, 14 झारखंड, 12 मध्य प्रदेश, 10 राजस्थान, 6 उडीसा और 2-2 जिले हिमाचल, केरल व तमिलनाडु के हैं। एनजीओ सेव द चिल्ड्रन की रिपोर्ट के अनुसार भारत में रोज पांच हजार से अधिक बच्चे कुपोषण से मरते हैं। हर साल 25 लाख शिशुओं की अकाल मृत्यु होती है और 42 फीसदी बच्चे कुपोषण से ग्रस्त होते हैं।
क्या है कुपोषण
शरीर को समुचित पोषण न मिलना कुपोषण है। संतुलित आहार न मिलने के कारण शरीर की रोग-प्रतिरोधक क्षमता कम हो जाती है। भारत सहित सभी विकासशील देशों में यह गंभीर समस्या है। यूनिसेफ की रिपोर्ट के अनुसार विकासशील देशों में पांच वर्ष की आयु तक के लगभग 14 करोड बच्चों का वजन कम है। इस आयु-वर्ग के करीब 30 हजार बच्चों की रोज मौत हो रही है। भारत, बांग्लादेश और पाकिस्तान में कुपोषण-ग्रस्त बच्चों की संख्या दुनिया की आधी है।
कारण और लक्षण
मां का दूध न मिलना, खाने की अधिक मात्रा, गरीबी, अशिक्षा और आनुवंशिकता कुपोषण के प्रमुख कारण हैं। स्वास्थ्य सुविधाओं में कमी और लडकियों के प्रति भेदभावपूर्ण नजरिया भी इसका बडा कारण है। कुपोषण से बच्चे का विकास रुक जाता है, उसे संक्रमण होने लगते हैं। विटमिन और मिनरल्स की कमी से रिकेट्स (हड्डियों का सूखा रोग), स्कर्बी (त्वचा रोग), नेत्रहीनता, एनीमिया जैसे रोग घेर लेते हैं।
दूसरी ओर महानगरों में कुपोषण का एक कारण अधिक व असंतुलित भोजन भी है। बच्चे ओबेसिटी के शिकार हो रहे हैं। इससे आगे चल कर उन्हें अनिद्रा, उच्च रक्तचाप, मधुमेह, एस्थमा और हड्डी व जोडों संबंधी रोग घेर लेते हैं। राष्ट्रीय परिवार स्वास्थ्य सर्वेक्षण (एनएफएचएस) के आंकडों के मुताबिक भारत में लगभग 56 फीसदी स्त्रियां एनीमिया से ग्रस्त हैं। यही कारण है कि यहां गर्भपात के 20 फीसदी से ज्यादा मामले होते हैं, जबकि समय पूर्व शिशुओं के जन्म के मामले तीन गुना तक बढे हैं। कुपोषणग्रस्त बच्चों में लडकियों की अधिक संख्या बताती है कि आज भी उनके प्रति भेदभावपूर्ण नजरिया है। व्हाइट रिबन एलांइस फॉर सेफ मदरहुड इन इंडिया की कॉर्डिनेटर अपराजिता गोगोई कहती हैं, देश में हर साल प्रसव के दौरान लगभग 60-70 हजार स्त्रियों की मौत होती है। हमारी संस्कृति में मातृत्व को बहुत महान माना गया है, लेकिन मां का स्वास्थ्य चर्चा या चिंता का विषय नहीं है। मां ही स्वस्थ नहीं होगी तो भला बच्चा कैसे स्वस्थ हो सकता है! इसका कारण जागरूकता की कमी के अलावा स्वास्थ्य सुविधाओं का प्राथमिक स्तर तक सही तरीके से न पहुंचना है। अशिक्षा-गरीबी भी कुपोषण का बडा कारण है। केरल जैसे राज्य में, जहां शत-प्रतिशत साक्षरता है, ऐसे मामले कम देखने को मिले हैं। इसलिए जागरूकता, शिक्षा व रोजगार सहित कई स्तरों पर साथ काम करने की जरूरत है।
कैसे बचाएं ब"ाों को
कुपोषण गंभीर समस्या है। इससे बचाव के लिए अलग-अलग स्तरों पर काम करने की जरूरत है। पोषण, कृषि, फूड टेक्नोलॉजी, स्वास्थ्य प्रबंधन, स्वास्थ्य-शिक्षा और मजबूत राजनीतिक इच्छा जैसे हर पहलू पर काम किए जाने चाहिए। बच्चों को रोगमुक्त रखने के लिए ये उपाय तो करें ही-
1. शिशु को कम से कम छह महीने तक ब्रेस्ट फीडिंग कराएं।।
2. छह महीने के बाद उसे ठोस आहार देना शुरू करें। साथ ही अगले दो वर्ष तक ब्रेस्ट फीडिंग कराते रहें। धीरे-धीरे ठोस आहार की मात्रा बढाएं।
3. गर्भावस्था और स्तनपान कराने के दौरान स्त्री को अपने खानपान का विशेष ध्यान रखना चाहिए। गर्भावस्था में सामान्य से 300 कैलरीज और स्तनपान कराने के दौरान
4. 50-550 अतिरिक्त कैलरीज की जरूरत होती है।
5. बच्चों को स्वास्थ्यवर्धक खाना दें और जंक फूड से दूर रखें। ध्यान रहे कि वे पर्याप्त मात्रा में पानी पिएं।
6. पांच साल तक के बच्चों को प्रचुर मात्रा में दूध, चीज, दालें, फल, सब्जियां, साबुत अनाज दें।
7. बच्चों को जबरदस्ती खाना न खिलाएं।
8. खेलकूद, पढाई या टीवी देखने के दौरान उन्हें खाना न दें, इससे उन्हें गैर-जरूरी ढंग से खाने की आदत हो जाती है।
एक मुहिम चलाएं
विश्व बैंक की रिपोर्ट कहती है कि बच्चों की कुल मौतों में से आधी जरूरी न्यूनतम पोषण न मिलने से होती है। मलेरिया, डायरिया, न्यूमोनिया से होने वाली आधी मौतों का कारण भी कुपोषण है। जब तक राजनैतिक दल भूख, गरीबी और अशिक्षा को अपना प्रमुख एजेंडा नहीं बनाते, बच्चों के स्वास्थ्य संबंधी मसले हल नहीं हो सकते। चंद कार्यक्रमों या योजनाओं से इस समस्या को जड से खत्म नहीं किया जा सकता। इसके लिए सरकार के साथ ही समाज को आगे आना होगा और निजी तौर पर प्रयास करने होंगे कि बच्चों को सही पोषण मिले। यह भी सुनिश्चित करना होगा कि सरकारी कार्यक्रमों और योजनाओं की जानकारी जरूरतमंद लोगों तक सही तरीके से पहुंचे। तभीस्वस्थ और मजबूत भारत की नींव पडेगी।
ओवरडोज भी है खतरनाक
एक ओर भूख और गरीबी से कुपोषण बढ रहा है तो दूसरी ओर खाद्य सुरक्षा की एक रिपोर्ट यह भी कहती है कि भारत में करीब डेढ अरब लोग ओबेसिटी से ग्रस्त हैं या इसके करीब पहुंच रहे हेैं। अनियमित जीवनशैली और खानपान की गलत आदतों के कारण ऐसा हो रहा है। टीवी व कंप्यूटर के आगे घंटों बिताने वाले और फास्ट फूड खाने वाले ब"ाों में कुपोषण अधिक है। बिना शरीर को हिलाए फास्ट फूड खाने वाले ब"ाों को अधिक कैलरी मिलती है और इससे उनके शरीर में धीरे-धीरे वसा और कार्बोहाइड्रेट का जमाव होने लगता है और इससे आगे जाकर गंभीर रोग पैदा होते हैं। इसलिए ब"ाों को उचित पोषण देने के साथ ही यह देखना भी जरूरी है कि वे आउटडोर गेम्स व व्यायाम के लिए प्रेरित हो सकें।
मैं बच्चों से बेहद जुडाव महसूस करता हूं। फिल्म तारे जमीं पर इसका एक उदाहरण है। इसीलिए मैं यूनिसेफ से भी जुडा। कुपोषण की दिशा में अभी बहुत काम किए जाने की जरूरत है। मेरा मानना है कि सही पोषण हर बच्चे का अधिकार है। हमारे देश में अन्नपूर्णा कही जाने वाली स्त्री सबको खिलाने के बाद ही खाना खाती है। लेकिन जब वह गर्भवती होती है तो परिवार का दायित्व है कि उसके खानपान का ध्यान रखे, तभी बच्चा भी स्वस्थ पैदा होगा।

Save the Girl Child

Consumerist culture oriented economic development, commercialization of medical profession and gender biases in our society, combined together have created a sad scenario of ‘missing girls’. Global comparisons of sex ratios show that sex ratios in Europe, North America, Caribbean, Central Asia, the poorest regions of sub Saharan Africa are favorable to women as these countries neither kill, nor neglect girls. The lowest sex ratio in the world is found in some parts of India.

The practice of Female Feticide has been a century-old one in rural India, so much so that it has become more predominant in the rural parts of India. However, the practice of feticide, in which an unborn baby is aborted or killed at birth simply because it is not a boy, is increasingly spreading from India’s poor and rural classes to affluent urban families. Selection of the sex of the foetus is a combination of personal choices, family issues, social, ethical, medical and even legal reasons.

According to population survey reports, the sex ratio, which was 972 females per 1000 males in 1901, became 933 females to 1000 males in 2001. The disparity in the ratio was more severe in Delhi, Haryana, Gujarat, Maharashtra, Punjab and Chandigarh. The child sex ratio (CSR) in India has also been indicative of a negative trend towards the girl child for decades now. The sharp decline in CSR from 945 in 1991 to 927 in 2001 as brought forth by the 2001 census hit the public eye. Sociologists have speculated that such an imbalance would lead to greater incidence of rape, sharing of women within and outside wedlock, abductions, and in general, in reducing women's freedom and mobility. While there exists no quick and easy solution to the problem, it is possible to reduce gender inequality, which lies at the core of feticide. The first critical step is to challenge the patriarchal attitude that applauds boys and undermine girls, and to create a culture that celebrates both the genders equally. More so, the medical fraternity can do a lot of service by preventing the practice of female feticide. CYDA undertakes campaigns and studies to better this situation in India.

Reed Elsevier Environmental Challenge seeks proposals to further access to safe water and improved sanitation

Winning projects highlighted in water research
The Reed Elsevier Environmental Challenge was launched on 1 November 2011, inviting submissions of innovative ideas to ensure safe water and improved sanitation for communities where access is at risk. The winning project will receive a prize of $50,000, with a $25,000 second place prize.
The Reed Elsevier Environmental Challenge contributes to the Water for Life Decade, established by the UN General Assembly, running between 2005 and 2015, in support of the Millennium Development Goal to reduce by half the number of people without access to safe drinking water and to stop unsustainable exploitation of water resources. According to the World Health Organisation, nearly 900 million people in the world are deprived of good drinking water, while over 2.6 billion people do not have improved sanitation facilities.  Poor access to safe water and sanitation contributes to health crises in many developing countries, and increasingly leads to violent conflict.
Relevant Reed Elsevier products such as Water Research, the journal of the International Water Association, will be made available to applicants to help prepare their competition entry.  The winning entries will be highlighted in Water Research. All entries should focus on increasing access to safe water and/or improved sanitation where it is presently at risk and demonstrate that: projects are replicable, scalable and sustainable; set a high benchmark for innovation; have practical applicability; address non-discrimination/equity of access; involve and impact a range of stakeholders; and have local/community-level engagement

About World Environment Day 2007

World Environment Day, commemorated each year on 5 June, is one of the principal vehicles through which the United Nations stimulates worldwide awareness of the environment and enhances political attention and action.


The World Environment Day slogan selected for 2007 is Melting Ice – a Hot Topic? In support of International Polar Year, the WED theme selected for 2007 focuses on the effects that climate change is having on polar ecosystems and communities, and the ensuing consequences around the world.
The main international celebrations of the World Environment Day 2007 will be held in Norway. UNEP is honoured that the City of Tromsø will be hosting this United Nations day (read the press release). When did it all begin?
World Environment Day was established by the United Nations General Assembly in 1972 to mark the opening of the Stockholm Conference on the Human Environment. Another resolution, adopted by the General Assembly the same day, led to the creation of UNEP.
